Yu Guangzhou said that in 2016, the customs vigorously promoted trade facilitation, and promoted the transformation, upgrading and innovative development of processing trade. From September 1, the approval of processing trade business will be cancelled nationwide. Significantly increase the proportion of non-intrusive customs inspections, give priority to machine inspections for import and export goods suitable for machine inspections, and vigorously promote paperless customs clearance operations. Since July 2015, the customs clearance time for exports has decreased by 31.09%; the import clearance time has decreased by 13.06%.

In 2016, the national customs focused on "cutting overcapacity" and strengthened the document review, actual supervision and early warning monitoring of the import and export of key commodities such as steel and coal, especially the supervision of imported low-quality coal. Focusing on "cost reduction", comprehensively clean up and standardize import and export fees, and cancel all administrative fees. On the basis of the pilot program in 2015 to exempt foreign trade enterprises from inspection fees for hoisting, shifting, and warehousing, it has been extended to the whole country since April 1 last year, resulting in obvious cost reduction and efficiency improvement. A total of 450 million yuan was exempted from fees nationwide this month, benefiting about 160,000 enterprises.

At present, the reform of "delegating power, delegating power, delegating power and improving services" by customs across the country is developing in depth. "Double random, one open" supervision has been fully rolled out. As of the end of November 2016, the proportion of "randomly selected control" has risen from 55.38% in June 2015 to 93.88%. Continue to promote the streamlining of administration and decentralization, vigorously simplify the examination and approval, and fully establish a "one window" for customs administrative examination and approval, and online processing. Accelerate the replication and promotion of innovation in the supervision system of the pilot free trade zone, organize and promote the "three mutual" customs clearance reform, and vigorously promote the national customs clearance integration reform. On June 1 last year, the pilot program of the national customs clearance integration reform was launched in Shanghai, and the risk prevention and control center and the tax collection and management center were put into pilot operation to realize the customs clearance mode of "one-time declaration, step-by-step disposal".

        In addition, since the mutual recognition of AEO between China Customs and the customs of Singapore, South Korea, Hong Kong, China, and the European Union has been implemented, more than 3,000 domestic AEO enterprises have enjoyed customs clearance when customs clearance in the above-mentioned countries or regions. According to preliminary statistics, the customs clearance inspection ratio and customs clearance time have decreased by more than 30% to 50%, effectively reducing the trade costs of enterprises such as ports, insurance and logistics.
